HUD's new inspection model, NSPIRE, launches in 2023, introducing a more comprehensive and objective evaluation process. With 65+ standards and 420+ deficiencies, NSPIRE prioritizes health and safety deficiencies, particularly unit deficiencies, to safeguard residents. Our team has thoroughly indexed each NSPIRE standard, creating an online search tool for easy access.
NSPIRE combines UPCS, HQS inspections, and international building codes, focusing on health and safety rather than appearance or specific items. By increasing the maximum sample size from 27 to 32 units, HUD improves inspection accuracy. The inspection process is simplified by reducing inspectable areas from five to three: Inside, Outside, and Units.
NSPIRE replaces UPCS and Housing Quality Standards, streamlining inspections and increasing efficiency. The implementation prioritizes resident health and safety, accounting for changes in HUD's portfolio. Deficiencies no longer include peeling paint, graffiti, overgrown vegetation, and other non-safety-related items.
NSPIRE's effective start dates are:
- Public Housing regulations: July 1, 2023
- Multifamily Housing programs: October 1, 2023 (including Housing Choice Voucher, Project Based Voucher, Section 8 Moderate Rehabilitation Program, HOME, HTF, HOPWA, ESG, and CoC)
