Carolyn Williams, now living in South Carolina, is a native New Yorker with over 30 years of experience in the affordable housing industry, including 20 years in government service at both the local and national level. Prior to that, Carolyn dedicated 10 years working for a NYC non-profit developer/property owner/manager. Her most recent role was with the US Department of Housing and Urban Development (HUD) in Region IV, where she worked with public housing authorities throughout the Southeast Region of the United States in their efforts to convert through the Rental Assistance Demonstration program (RAD). Prior to that, Carolyn served the City of New York Department of Housing Preservation and Development as Director of the HUD Multifamily Program and Deputy Director of LIHTC Allocations. Carolyn is also a National Urban Fellow, having obtained her master’s degree in public administration from The Bernard M. Baruch Graduate School of Public Affairs. She graduated Summa Cum Laude with a bachelor’s degree in business administration from Marymount Manhattan College.
Carolyn possesses a diverse skillset that includes diagnosing troubled assets and crafting repositioning strategies, creating refinance strategies for existing housing stock, allocation of Low Income Housing Tax Credits, and asset management for both HUD and non-HUD affiliated properties. Her primary objective is to assist owners and operators of affordable housing in maximizing the potential of their portfolios, thereby creating a positive impact on the larger community.
